Bill S-3: An Act to Amend the Indian Act

What is Bill S-3?

Bill S-3 “An act to amend the Indian Act” is Federal Legislation that has already been passed by Canada. It will give Indian status to any descendant of a woman who married a non-Indigenous man at any time between 1876 and 1985 (if that descendant was born before April 17, 1985). In Kahnawà:ke, this will mean that potentially 65,000 people with affiliations to the community could be granted Indian Status.

Survey on S-3

Mohawk Council of Kahnawà:ke’s S-3 Working Group is conducting a survey to gauge the opinion of Kahnawa'kehró:non on what effects that Bill S-3 will have on Kahnawà:ke.

The survey will be conducted in-person and online at www.kahnawake.com/s3survey until 11:59pm on Wednesday, April 3rd.

The results of the survey will help the Kahnawà:ke S-3 Defense Coalition to develop the Collective Community Position on Bill S-3.

What is the MCK doing about this bill?

Currently, there is a S-3 Working Group that is working on informing the community on the Bill, its history and potential effects on Kahnawà:ke. Community engagements are planned to collect feedback to help form Kahnawà:ke stance on the Bill. Any findings throughout this process will be reported to the community.

2018:

  1. November 24th : S3 Kiosk at Services Complex (9-12)
  2. November 26th : MCK Internal Presentation
  3. December 4th: S3 Kiosk at Services Complex (9-12)
  4. December 10th : Presentation to KMHC from 5pm-6pm
  5. December 11th: S3 Kiosk at Services Complex (9-4)
  6. December 12th : S3 Special Community Meeting @ PK Community Room (7pm-8:30pm)
  7. December 13th : Presentation to KSCS from 2pm-3pm
  8. December 17th : Presentation to KSCS 11 am – noon
  9. December 17th : Presentation to Step by Step staff from 1:30 pm -2:30 pm
  10. December 19th : Presentation to KMHC from 12-1
  11. December 19th : Presentation to KEC from 12-1
  12. December 20th : Internal MCK Presentation from 9:30 am – 10:30 am.
  13. December 20th : Presentation to Tewa from 12pm-1pm.

2019:

  1. January 8th : Presentation to KYC from 10am-11am
  2. January 14th : Presentation to Karonhianonhnha Staff from 3:15pm-4:15pm
  3. January 15th : Presentation to the Bank from 4:00pm-5:00pm
  4. January 16th: Presentation to FNRAEC from 10:30am-11:30 am
  5. January 17th : Presentation to KFB from 1pm-2pm

Ietsénhaienhs Kahsennenhawe Sky-Deer & S-3 Working Group representative Katsistihkwí:io Jacco appear on the K103.7 Tetewatha:ren Partyline Talkshow to discuss activities being carried out by the MCK S3 Working Group to inform Kahnawa'kehró:non on the background and impacts of S3. The talkshow took place on November 30th, 2018 with host Louann Stacey.
